rfkill does not give proper state for hotplugged usb BT dongles

Originally reported/debugged downstream at bugzilla.opensuse.org/show_bug.cgi?id=1004830 Turns out, g-s-d starts the rfkill plugin and then does not collect/propagate information about device state changes. The user in this case has a BT USB dongle, which is being connected after GNOME started (and thus g-s-d rfkill). The consequence is that GNOME does not see it (g-c-c claims there is no BT device)
