Turns out, g-s-d starts the rfkill plugin and then does not collect/propagate information about device state changes.

The user in this case has a BT USB dongle, which is being connected after GNOME started (and thus g-s-d rfkill). The consequence is that GNOME does not see it (g-c-c claims there is no BT device)
