Unable to add multiple bookmarks for the same page

It is possible to add Bookmarks to a PDF document. However, it seems only one Bookmark can be added per page. In addition, the Bookmark seems to be set to the top of the page rather than to the position of the point (cursor) within the document. One use case for Bookmarks in a PDF document is as a clickable outline for the document. Frequently, a document may have multiple sections and subsections on the same page. It would be useful to allow multiple Bookmarks on the same page. In addition, it would be useful if the Bookmarks referenced a specific position within the text instead of just the page itself.
