Sample DICOM file

On top of all the issues we already have with the DICOM plug-in, GIMP reproducibly becomes unresponsive for several minutes while trying to open the attached file, then throws an error:

"Opening '/home/alex/data/file formats/dicom/bmode.dcm' failed:

Procedure 'file-dicom-load' returned no return values".

While being unresponsive, it aggressively reads/writes to the disk.

Can't give you a patch, but maybe there's a way to help you investigate this?

It fails pretty immediately here with:

'/tmp/US-RGB-8-epicard.dcm' has a bpp of 0 which GIMP cannot handle.

Before

Opening '/tmp/US-RGB-8-epicard.dcm' failed:

Procedure 'file-dicom-load' returned no return values.

Same in 2.8
