1. On Fedora 26 beta, start gnome-boxes with a Live ISO of Fedora 26 beta
2. Open a terminal in the VM and launch some commands in the terminal so that it has a scrollbar
3. Use 2-finger scrolling

The terminal inside the VM doesn't scroll. It's likely that the display widget is eating the events. Num-num-num.
