i've built meld from sources (3.16.3) and the same version from debian sid repo. it doesn't open fossil checkout directory (neither meld . nor from menu).

This is sadly the case. Fossil has not been supported since 3.14. Please see:

If you'd like to work on bringing this back, please feel free. However, I'm going to insist that any newly added version control system plugins have a maintainer, for maintenance reasons.

here http://meldmerge.org/help/vc-supported.html listed the fossil. please, remove it because it is not true (for now).
