Shortcuts window UI file

This is a basic UI file for the shortcuts window for rhythmbox. This needs to be integrated into rhythmbox menu. I'm attaching it beforehand for comments.

I am not completely for displaying multimedia keys in the shortcuts, but I just think it made a simple advertisement that rhythmbox supports media keys. I've been using rhythmbox for quite a while, but never used the media keys to control it. It never occurred to me. In the same vein, I would also want to add LIRC to the window, to make these features reach out to rhythmbox users.

Currently, I think that both media keys and LIRC are a bit distanced from the user. Adding them will give some clarity that both are well supported by rhythmbox. The documentation is a bit outdated, and people tend to think they'll have to try out a feature, to see if the documentation is really up-to-date. So, will probably end up ignoring it.

My suggestion is to add both media keys and LIRC, unless there is a very strong no to it. If it doesn't appear right down the line, we can revert it back. But, I think it is surely worth trying it now.

I don't think this is the right place to address those concerns, especially LIRC which is so much of a niche feature that I was surprised to find it still exists as a project.

The second page ( multimedia keys ) can be ignored for now.

I am holding off this work, until bug 770588 is resolved ( to avoid immediately changing shortcuts, after users get used to shortcuts in Shortcuts window ).
