If Client Side Decorations shadows are disabled due to lack of _GTK_FRAME_EXTENTS atom, Gtk kills transparency for tooltips (even in non-CSD windows).

It'd be nice to get a review on this from someone who knows whether it makes sense.

It could be part of the cause of Bug 766905
