GNOME-Mud says that it WILL CHARSET. When the server advertises a list of character sets it supports, GNOME-Mud optimistically assumes it supports the first (ignoring charset tables). However, it never informs the server of this fact, so the server MUST continue sending 7-bit ASCII, even though GNOME-Mud can display UTF-8 (and probably several other encodings).
