SVG that produces empty PDF

I am using rsvg-convert to convert SVG's from SMART Notebook software into PDFs.  One SVG appears to result in a blank PDF with no warnings during exection

I am using cairosvg as a workaround which appears to generate an image successfully, but I find that rsvg-convert produces higher quality PDFs that also has selectable text so I would love to be able to continue using rsvg-convert.

I attached the troublesome svg to this post.  Hope that it helps.  I am not familiar with developing / debugging on Linux but I do have a software engineering background and am happy to help troubleshoot if steps are provided.

I am running rsg-convert -f pdf -o test.pdf page21.svg
