Currently stuff like Canvas Pan and Rotation are tied to specific hotkeys and user can't change them.
It would be for the best to allow user define them in Gimp glorious hotkey editor ;)

That dialog only configures actions, but these are no actions, they
are part of one huge messy disgusting evil function that handles canvas
events. Your best chance of seeing this fixed is to have a complete and
beautiful patch ;)
