The mouse cursor moved but the line was not drawn when I touched on my tablet with tablet pen.

At photoshop, it works properly. So I guess that this is gimp's problem.

Condition
 Windows 7 64bit
 GIMP 2.8.14
 LAPASS pf-8060 tablet

If the video, you can see that the brush outline (the dashed circle) is tracked differently to the mouse cursor. It appears near the top of the canvas in the image window.

Something similar is known to happen if the tablet is in relative mode (GTK+ bug 154657), but of course this might not be what happens here - in particular, that bug has been observed for Wacom tablets.
