The arg_test5 function of option-context test is skipped on FreeBSD because de_DE locale is not available. Can we change it to de_DE.UTF-8 to make it work on most *BSD?

I think this is right... definitely works on Linux. Googling suggests it should work on Solaris too, and presumably OS X works like the BSDs. Not sure if/how this test works on Windows, but I guess we can commit it and find out... :)
