Pinch zoom seems to be zooming too quickly compared to how much I've moved my fingers on the screen.

If I put my fingers on two points on the screen, and start scaling them, the zoom is increased more than I've moved my fingers (the points that were under my fingers are "out" of my fingers by a couple of centimetres).

This appears to be working fine for me, however it can be weird to measure when evince limits the zoom or tries to centre the document under you.

I don't know if this is the use you are having but it might be able to track the fingers perfectly for the duration of the gesture then snap into the restrictions only after the gesture has finished.
