Add modifier key for "Sample merged" option in tools

Created attachment 283221 [details] [review] The patch I usually work with many layers and it sometimes sucks to switch layers just to find out what this specific color is. This patch here works very nice, though. Just take the color pick tool and choose a color from the compund image when pressing [ALT]. It might not be perfect, but I hope it's okay.
I don't understand. What is wrong with the "Sample Merged" toggle? (your patch does look good, but why would we introduce another option for this?)
Hm, you're right. But I'd like to keep the alt-click functionality. It's more comfortable.

If you resolve this as fixed without the patch having been applied first, then no one will look at it anymore.
Well, this feature already exists, so it's pretty much fixed. But not the alt-click feature. Not so important, though.
Also, I think it makes sense to have one modifier that toggles "sample merged" on all tools that have it. Which is the point where we usually give up because the number of modifiers is limited ;) Reopening anyway to investigate the possibility.
