At least here in Ubuntu, closing Evince with Ctrl+W works ("close document"), but the "close application" shortcut Ctrl+Q which works in all other apps leaves Evince unaffected.
Either this is by design, just appears in Ubuntu, or it is a really old bug that noone except me ever noticed ;-) (or it is a duplicate and I did not search enough in the bug database...)
There is Bug 578558, which tries it the other (wrong!) way round... and Evince currently is doing it that way. The Ctrl+W shortcut is assigned to "Close"

Have a look at gedit - this is done right IMHO.
I don't try to discuss having tabs in Evince like in gedit. But at least assign Ctrl+Q *additionally* to the window close event, just like in every other Gnome app.
