Rule-based keyword highlighting

As a module maintainer, I'd like to be able to have notifications when the name of my project/module is mentioned in a public channel, though I'd like to have exceptions to the rule.
So, for example, whenever someone mentions "pitivi" (case insensitive) in #gstreamer I'd like to be notified, but when someone says "pitivi" in the #pitivi channel, that's just a "normal" conversation that does not require highlighting.
I could imagine a preference UI where you can add some simple highlighting "rules" in a dialog:
Notify me when this text is said: [ bananas ]
(o) For all rooms
Except: [ #gnome-hackers #gstreamer ]
( ) Only for these rooms: [ #donkeykong ]
Or, perhaps more simply (there are various ways to design such a UI):
Text to highlight: [ bananas ]
[x] Except in these rooms: [ #gnome-hackers #gstreamer ]
Would be pretty nifty.

GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org.
