We need a spec sheet to test changes using our rendering stack. 

Initially we want to compare the current master HEAD to the system installed Cantarell, but in future it would be nice to be able to provide two git sha's to compare.

Add the ability to generate a test font

With this, `./configure --enable-source-rebuild` will generate Makefiles inside oil/ to create and install test OTFs with the font name "Oil", to be used for local testing of Cantarell.

There's no PDF specimen yet, and this doesn't yet support comparing two git commits, but it's a start, so I thought I'd attach it.

I was able to figure out how to set the WWS font family name at font generation time, so this doesn't need changes to the SFD files.
