There is no reason to name binaries according to the build arch. As
you know, none of the dll are built with win32 or win64 appended
either for example, and gspawn doesn't need to be an exception there.
This only causes packaging frustration. Since it's internal, I believe
it should be fixed in GLib without any code, but people packaging glib
for windows.

I know this may be controversial, but this is what I believe is the
right thing to do, so I ask glib maintainers first to consider this
change.
