What are the exact steps to reproduce? 
"right click on an icon" is a bit vague to reproduce...

for example if you have an image file on your desktop and right click on it you see the entry in the menu "edit with GIMP" in english and not localized.

Which system is this about? Really, you have to provide way better and exact steps in order to reproduce. Screenshot is also welcome...

Grab the English translation from http://git.gnome.org/browse/gimp/plain/build/windows/installer/en.setup.isl?h=gimp-2-8 and translate it to your language, and then attach it here - this will allow us to provide the installer with an Italian interface.

I have some questions, the first, more important, is about "comments"
I've noticed that this comment are about the behaviour of the application so why put a comment in the translation files?

for example:

Who need to know that? I think it goes against the abstraction of the files, "behaviours" of the application shouldn't be translated so shouldn't be in a translation files.
In fact when translating this strings I though: "who will read this?" this is an automatic file readed by some parser that substitute english string with localiezed one.

I've translated ~ half of the file, I have other question too but first I want to know about comments questions and if I have to translate it.

Is this listed on http://l10n.gnome.org/module/gimp/ ?
Are GNOME translation teams aware of this and are translations processed (proof-read etc) by the corresponding translation teams, so terminology is consistent?

Because it helps the translator to properly translate them, as s/he knows the context/situation when the string is shown.

These are translation files for a Windows-based installer creator. No po-Files involved, so I'm not sure how those would be integrated into the GNOME translation process...

I can probably write a script that would convert between the formats. Note that the .isl file included with GIMP doesn't contain all the messages used by the installer - the majority are part of Inno Setup itself, with the language file available here:

Some translations of this file are part of Inno Setup distribution itself:

Inno Setup goes to great lengths to keep the language files stable - the next version will add new strings for the first time in over 5 years.

Confirming this for GIMP 2.8.2 on Windows 7, 32 bit. 

I reinstalled GIMP (without former uninstallation), and used default setup settings as well as customized ones. When using customized setup settings, I associated all file types with GIMP. I tried with Italian and English installation language. 

This should happen: 
On right clicking on an associated image file in the Windows Explorer, the  context menu should show the (translated) item 'Edit with GIMP'.

This happens: 
Either the pure 'Open' or 'Open with/GNU Image Manipulation Program and other programs' item are there - just as no associations were done by the installer.

Reading comment #15 I feel that NEW is the appropriate status. Feel free to reset.

I'm not sure if the installer log contains the actual strings used, but it would probably good to attach one to this bug. Add /LOG="filename" when running the installer.

We prefer to only close bugs as resolved fixed if we can identify a commit that fixed them.

Yes but I opened this BUG long time ago and now I can't reproduce it anymore so I cannot track its status.
If this bug wasn't solved in all this time is better to close it to simplify the management of bugs?

The translations for the installer are there, the string is translated
into various languages. Let's assume it's FIXED.
