gtk2 and gtk3 share at least gtk-update-icon-cache currently.
Most of the GP Linux forks are going to be shipping gtk2, and
so it makes sense to use the gtk-update-icon-cache from there.

Embeds can of course choose via the configure flag.

Open question: Should it be --disable-gtk2-dependency?
