We should probably export a tooltip widget which can be controlled
manually, instead of set on a widget. There are plenty of apps that need
this due to various kinds of custom display. Needs to be thought through in
the context of how we implement gtk_widget_set_tooltip(), etc., though.

Move bugs which are tracking planned 2.4 features to the proper target
milestones.

No, this is something entirely different ... being able to use tooltips
on individual subparts of a widget, not replacing the contents of the
popup.

Should be fixed with the new tooltips api in 2.12
