Please describe the problem:
I use gnome in french, with a french keyboard, but I often use an USA layout. I'd like to toggle which layout is current with the alt keys but it 

Please note that the menu names I give here are translated from french to english, sorry if they are not perfectly accurate.


Steps to reproduce:
1. go to "keyboard settings" dialog, "layout" tab
2. click "set back to defaults"
3. uncheck the "separate layout per window" box
4. click on the "add..." button, and choose USA/USA
5. click on the "layout options" button and make sure the the "Layout change keys -> both Alt" box is checked
6. Close the window

Actual results:
after these steps, pressing both alt keys together switches the layout from USA to french as expected but does not switch from french to USA

Confirmed various problems with "both alt keys", "both ctrl keys", and "right alt". All other combinations available through gnome-keyboard-properties work as expected. 

For "both alt keys", the layout will switch from the second layout back to the default using these combinations, but not from the default to the second. For "both ctrl keys", neither switch works. For "right alt", the layout will switch from the default layout to the second, but not back to default. 

I cannot test "right win" since I do not have that key available. 

This is on gnome-control-center 2.26.0 on Linux Mint 7.

A similar problem is still in 2.28.1.

This is an issue with xorg
