As far as I know, the only way to install plugins is to extract them and place them in the ~/.gnome2/gedit/plugins/ directory (which doesn't even exist by default). You should be able to open the Plugins tab and drag .tar.gz files (or links to such files) directly into it, like you can in Appearance or Deskbar, and they will be downloaded and installed automatically. There are probably even better ways to do it.

There are indeed MUCH better ways to do it, and I'd suggest more plugin curation by the gedit team, similar to the way Firefox handles plugins.

The list of plugins that is available is useful, but it would be better if more details were available for each plugin beyond the one line description, and if all the plugins were installable from within gedit itself. There's no need for navigating directories.

I am changing this bug's product to "libpeas" so every apps using libpeas for the plugin architecture can take benefit of the feature if it gets implemented.
