U+0CE2 and U+0CE3 do not show the correctly shape

1.Type the unicode, like U+0CE2 and U+0CE3


Actual results:
character not display with dotted circle

Expected results:
character should display with dotted circle, as it is matra

As per http://std.dkuug.dk/JTC1/sc2/wg2/docs/n2860.pdf, [Figure 2] shows illustration of '0CE2' KANNADA VOWEL SIGN VOCALIC L and '0CE3' KANNADA VOWEL SIGN VOCALIC LL.

Additionally, from http://unicode.org/charts/PDF/U0C80.pdf following can be concluded:

1) U+OCE2 is a dependent vowel mark (_db) and attaches to the base of the glyph.
2) U+OCE3 is a dependent vowel mark (_db) and attaches to the base of the glyph.

U+0CE2 and U+0CE3 are now rendered with dotted circle. 

Bug has been fixed with pango-1.26.1-1.fc13.

We've merged the HarfBuzz branch.  Closing obsolete.
