When you go to the panel preferences and choose a solid color for the background, the program tasks in the window list do no longer have a border, as they have when the system theme is used for the background.

The bug is still there with gnome-panel 3.1.91.

I think this is done on purpose, actually. I'm willing to consider a patch if the picture will convince me, though.
