Please describe the problem:
I've compiled Metacity with --disable-gconf, and there are no maximise/minimise/close buttons
The title bars are also not drawn quite right - where a theme (e.g. the simple theme) has a different image in the middle of the title bar, that doesn't extend behind the window button (on the left) or the buttons on the right (which aren't actually there), the space to the left of this image is twice as wide as the window button, and the space to the right of it is a lot wider than it should be, so centred titles are actually drawn off-centre, and long window titles are truncated even though there is a whole lot of blank space to the right.
I can provide a screenshot if you tell me where to send it :)

Someone asked me to compile it for them with gconf, and I notice again it is missing the buttons by default.  I'm not sure if this is significant?

Looking at the code that sets the default buttons, I don't really understand it, but it looks to me like the fact the menu button is displayed indicates it is not this code that isn't working - in which case I guess it is a bug with the way the titlebar is actually drawn or something.

I reported the same issue and provided a seemingly quick fix to sort this out. See bug #633796.
