GtkScrolledWindow eats all scroll events.

If the widget is visible and a valid range is found GtkScrolledWindow eats all scrolling events. It would be useful if it let pass them whenever a modifier key is pressed (Control, Shift, ...), so additional behavior can be implemented by applications. A specific example would be Ctrl+Scroll {Up, Down} to Zoom in/out in a browser when the web view is embedded in a scrolled window. This is related (and possibly conflicting) with bug #132197.
