When I don't have GDM running and just use startx to run GNOME, the
"Switch User" button is present and enabled in the logout dialog even
though it does not work because it cannot contact GDM. Instead of
launching a new login screen, it just starts the screensaver (and locks
the session).

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all old bug reports in Bugzilla which have not seen updates for many years.
