librsvg appears to lack bidi/RTL support. The SVG 1.1 standard states that the unicode bidirectional algorithm should be used when rendering text elements:

The system used for rendering was rsvg 2.14.0 on FC3, with the fonts-hebrew and fonts-hebrew-fancy packages installed.
