The directory structure below help/ is confused,
with an mixture of 'applet' directories like 'fish', 'workspace-switcher'
and language directories like 'zh_TW', 'de'.

As a result, half the omf files are installed under
/usr/share/omf/gnome-panel/, whereas others are installed
under /usr/share/omf/<applet>/. This is broken and scrollkeeper is
right to complain about it. Some translations are even installed twice,
like 

/usr/share/omf/gnome-panel/window-list-zh_CN.omf
/usr/share/omf/window-list/window-list-zh_CN.omf

/gnome-panel/help/clock/C is alive
/gnome-panel/help/C/clock is dead

The folders in /gnome-panel/help/C/ that don't have counterparts higher up are both empty:
mailcheck/ 	  	  	  	 
notification_area/ 	  	  	  	 

so I assume that the correct place to work in is /gnome-panel/help/appname/langname
and that the others are deprecated, and in need of proper cleaning up.

However, I'm also of the opinion that these tiny manuals could be folded into the User Guide.

The issue is that the help for some languages was not migrated to gnome-doc-utils. Translators should do this. I can disable those translations, though.

The zh_CN issue was fixed in CVS a few days ago.
