Replace the bewel hover effect and rendering of active window item with something better

The Good: The latest version of the gnome-panel honors panel transparency for inactive windows. An inactive window that requires attention ("blinking", using the URGENT hint) actually honors transparency in a neat way too. The Bad: The active window gets a rounded bewel border, which is not transparent. Also, when hovering the mouse over an inactive window, the same kind of non-transparent border appears. The Solution: Instead of using those rounded borders for the active window and the hover effect, why not use the same technique as is used for the "blinking effect"? This way, the whole window list would support transparency and things would look much better.
Looks like a duplicate of bug 323969. Did you restart the panel after the packages updates in dapper?
This is not a dupe of bug 232969 as that bug talks about the space around the actual beweled border of the active window. What I'm suggesting above is that the selected (and the hovered) button also supports transparency, like the inactive buttons do. The URGENT blinking feature highlights a button in a way that still supports transparency, which is why it's already proven that it is technically possible to fully support transparency in the task list.
This bug is still marked as NEEDINFO. Is there any other information I can provide to help resolving this bug?
