Distribution/Version: Ubuntu

Place some application launchers in a panel, go to panel properties and resize
the panel up. The icons don't scale to the new panel size.

Thanks for your bug report!
The launcher size limitation was original meant to fix cases where the launchers
were huge when the panel was moved to the left [1,2], because the menubar was
still displayed horizontal.

Owen, Mark: do you agree that we should revert [2] now that the menubar in side
panels is vertically aligned?
