Currently dragging partially off screen is constrained to leave about 1/2 inch
on screen.  This should be reduced to the least amount possible without leaving
note in an undraggable condition.

Sorry to be the bearer of bad news but I would be very surprised if the
developers wanted to change this and make it easier for users to shoot
themselves in the foot.  

More importantly I'm 99% certain this is a Window Manager (Metacity) setting
that is beyond the control of Sticky Notes maintainers.  There may be an obscure
gconf setting that allows you to disable or adjust this restriction but I doubt
Mr. Pennington will want to change the default behavouir.  

Moving to the Metacity product, hopefully they can inform you of an adequate
workaround to your problem.

OK, it is a restriction for all windows, so not a stickynotes problem per se. 
Add 1% to that certainty.  It is still too restrictive for stickynotes, and
other minimally decorated windows.  1/2 inch for a window which always stays on
top is a bit much.  Color me silly, but if I can drag it to a position, is it
possible for the window to land so that it can not be dragged back?  If so, why
is there any restriction at all?

Anyway, I think this is the gripe from src/constraints.c:

Of course, there is no menu control for undecorated windows (at least, not that
Metacity knows about).
