We'd like Epiphany extensions to be able to add their own documentation to the
regular Epiphany documentation. Load the extension (at runtime) -> more docs,
unload the extension -> fewer docs.

Yes.  Confirming as it's an important use case that Mallard should solve.

Do you really want to hide the pages for an extension if it's disabled? Wouldn't it be better to still have the information available, so users can find it when browsing or searching the help? Then just have a note at the top like "You have to enable the Foo extension for this feature. Click Tools->Extensions and check Foo."
