When creating a new class or adding new members to an existing one, the
visibility will always be public. Once you actually open the selection, private
or the last selected one is the default but unless you do this it's always
public. Most likely because public is the first entry in the list.

After selecting private the first time, the radio buttons stays at private, BUT the attribute is still marked public.  You have to manually select private each time, even though, private is already selected.
