gnome-terminal version 2.6.1

-Launch GOK
-Launch gnome-terminal
-Terminal -> Set Character Encoding
-GOK does nothing!

Using this option manually, gives the user the option to use a select of locales

Hmm, the contents of that menu is generated when the Terminal menu is activated.
The following patch makes the menu be filled also when the active terminal is set.
It should ease the pain a bit. I can't get a11y to work right now, so I can't
test it... Can you?

This patch works for me when applied to gnome-terminal 2.6.1.
