Layer offset tool

Currently you need to manually enter offset pixels in the Offset Layer-plug-in, and it has no preview. It would be nice to have a tool that would function like the move tool, except it wouldn't move a layer, but rather offset its content (move layer contents and warp to the opposite side).
Could you explain the rationale why this should be a tool. I can not imagine any reasonable offset but x/2, y/2 (for creating tiled images). Some usage examples would be nice to have. BTW, there is no such things as an "Offset Layer-plug-in". This function lives in the core and it should be possible to add real-time preview to it w/o making it a tool.
x/2, y/2 is actually not enough when drawing seamless images. You also need 0, y/2 and x/2, 0. But variable offset comes in handy when making seamless pictures with multiple transparent layers, for example many levels of clouds (the same pattern repeated at different offsets, flipped, etc.). The tool would just make offsetting swift and easy. It could reside in the move tool, just have a tool mode checkbox. Proper preview in the offset core thingy would probably be enough, though.
Changes at the request of Dave Neary on the developer mailing list. I am changing many of the bugzilla reports that have not specified a target milestone to Future milestone. Hope that is acceptable.
Would be useful for web work too. But it's not crucial.
