What is your LANG/locale setting? IIRC there is only a preference for
"default currency for new accounts" but none for "default currency for
new reports". The default currency for a new report now is derived
from the current locale. I think there were lengthy discussions on
gnucash-devel on whether using 1. the locale, or 2. the
account-default, or 3. a seperate preference for that. Even with a
seperate preference for that this setting would still be a system-
(more specifically user-) wide preference and not be
file/book-dependent, which might still be not what users want.
