Perhaps the resize menu item should immediately do something with the mouse. 
Think about this.

could possibly provide a little better visual feedback.

Bug 163023 has a suggestion on how this would actually work.  It ignores clicks
inside the window in order to shrink it (which would be a little more difficult
to handle in a smart way), but otherwise looks reasonable.
