How come the "Fit to" option on the "Page" tab of the "Print Setup" dialog
is always greyed out?  Is this functionality simply not yet implemented, or
is there something I need to do to make it available to me?  Is it
implemented in 1.1.x?

It is not implemented yet.
There was some work on it that was shelved because it was too close to the 1.0
release.  However, the developer has not returned to it yet.  It may even be in
bugzilla.
