Since we're (relatively) close to the 2.16 upgrade, I'm not going to
worry too much about this for the old b.g.o.

Vladimir: if you have a chance, can you please check and see if you're
still having issues with b.g.o? And please try the same thing on
bugzilla-test.gnome.org - note, though, that any changes you make on
bugzilla-test *won't* be saved, it's a test install. Thanks...

Tested on b.g.o and the problem is fixed. I was able to change the
state successfully.

I'm marking this bug as FIXED (if it works.)
