1.4.x.  Moving to gnome-core.

This is a fairly common 1.4.0.4 panel bug that I think has been fixed
in subsequent releases (none of the duplicates in bugzilla are from
after that release).  You would do well to upgrade to the latest 1.4.x
release of gnome-core and gnome-libs.
