Kivio MP (seems to be newer, uses restricted source license)

Kivio KOffice (older but GPL)

Kivio .kvo files use gzip compressed XML.  

Kivio also has .sml stencils files (analogous to dia's shape files, no
relation of SMIL) which are XML files (not compressed) which have
corresponding icons in png and xpm format.  Kivio Stencils should be
discussed in a seperate bug.

KVO is a far far less file format to support than having full SVG
import/export.

Realistically there are are a bunch of standards like SVG and OpenDocument[1] for Drawing interechange and other formats for UML interchange and an undocumented (albeit open source and xml) format like Kivio is not particularly interesting.  

[1] which the Koffice version of Kivio is eventually going to use

No point keeping this open with any kind of patches or working code (if I ever do get bored enough to take a stab at it I'll reopen this and include code but this bug is ready to die)
