I have set utf-8 in LANG and iso-8859-2 in LC_CTYPE. Pan accepts and
displays characters in iso-latin2 correctly, but put utf-8 in header. Body
is still encoded in iso-latin2.

0.11.9x and higher support utf-8 displays.
