Minimising or maximising apps via clicking on the apps icon in the window
list is not consistent with previous gnome behavior.

Currently if a user selects a minimised app and does a normal mouse click
(and hold for a split second) the app is not maximised BUT if a user does a
v.quick mouse click (similar to quickly and lightly tapping the mouse
button) then the app is maximised.

This is the same for minimising apps.

NOTE: On gnome1.4 the behaviour was as follows:

(1) To maximise a minimised app user just had to do a simple single click
on the app in the window list applet.

(2) To minimise a maximised app user just had to do a simple double click
on the app in the window list.
