The panel is setting a hint which says not to put a window there. The bad part is that the WM spec doesn't yet have a hint that applies to only one part of a Xinerama screen, so the panel can't really be fixed. There's nothing we can do for either Metacity or the panel until the WM spec is updated with a solution.
Wipro, Sun- does this impact your multihead work? I don't know if it is an issue for you or not, but it seems like you should have a heads up... Havoc: should bugs like this one be filed under EMWH spec and not general?
I think it might be OK to put a hack in metacity where a strut only applies to xinerama screens that a window overlaps.
