When I try to set any image outside of $PREFIX/share/pixmaps as an emblem,
my changes are ignored.

To reproduce:

1. Open Background and emblems
2. Select emblem group and press "Add emblem"
3. Press icon button to get a file selector
4. Go to $PREFIX/share/control-center-2.0/icons/
5. Select (for example) sound-capplet.png as image to add

Expected: My image is show on the button
Actual: Old image is shown

If there are issues with the image (like it's too big, etc) I would expect
a dialog to be shown.
If I'm only supposed to select images from pixmaps/nautilus by design, I
shouldn't be able to select a different directory.

I think this is a GnomeIconEntry bug. I've added a bug for that,
so I'll mark this as a dup.
