Currently, the HIG does not mention anything about keyboard shortcuts for
navigational actions (Back, Forward, Up) in, for example, a file manager or
a web browser type of application.

I suggest this proposal (thanks to a lot of people on nautilus-list@gnome.org):
Key combo       Action
----------------------
Alt+LeftArrow   Back
Alt+RightArrow  Forward
Alt+UpArrow     Up

The left and right arrows and their associated actions are identical to
what Netscape Navigator, Mozilla, Galeon, Internet Explorer (and probably
more applications) already use, and Alt+UpArrow is a natural extension of
this scheme.
