Default dialog showing desktop files

I have created a report from saved report configurations.
If I then try to export to HTML file and the dialog shows the files on desktop.
There does not appear to be anyway of changing to another folder. If I click on D: drive on the left hand side it continues to show the desktop. The D: drive gets a box around it and the desktop remains highlighted in blue.
It will take me to Documents, Downloads, ..., Videos but still no method of moving around.
Other Locations shows the C: and D: drive. If I click on D: I get blank dialog.
