Description:
Steps to reproduce the problem:
1. make vertical panel
2. put tasklist in the panel
3. set group policy to 1 (2) 3. (just leave default)

Actual Results:
if I open galeon, for example, multiple window,
tasklist groups those galeon windows even if only galeon in the
workspace.

Expected Results:
leave each individual windows seperate,
and make group if no more space.

Additional Information:
it's little funny what is exact mean of 'no more space', in vertical
panel.
pliz think about it once again.

Moving to libwnck - I'm not sure these is any support in the tasklist
for vertical orientation like this ..
